UPDATED October 7, 2021 – The Minnesota State Patrol says two men died in a fatal semi crash on a Burnsville highway flagged for safety improvements.
The crash happened on Highway 13 at the intersection of Chowen Avenue South. The Minnesota State Patrol says a Freightliner semi-truck struck a car turning onto Chowen from eastbound Highway 13. According to a MnDOT study, this intersection showed above-average crash rates from 2014-2018.
Both the car’s driver, Mario E Padilla (67) of Minneapolis, and his passenger Alejandro Mejia Guadalupe (37) of Madison died in the crash. The semi-driver, Edmund Bosire Maboleo (31) of Savage, was uninjured.

Safety Improvements Needed to Prevent Fatal Crashes in High Traffic Freight Corridors
About eight percent of all daily traffic on Highway 13 comes from freight trucks, which adds up to twice the number of trucks on an average metro highway. MnDOT officials are studying the highway’s freight corridor between Highway 169 in Savage and Nicollet Avenue in Burnsville for future safety improvements. The study identified the following needs to reduce the number of fatal crashes.
- Traffic congestion and delays result from Highway 13 exceeding its traffic capacity
- There are higher than average vehicle crash rates at several intersections along Highway 13
- Highway 13 is not efficient or safe for trucks
- Bicyclists and pedestrians are not able to move freely or safely within the corridor
